Supported a North American regulator in the public consultation for the development of a net neutrality regulatory framework
Our client, the national digital regulator, required an expert advisor to revise current network practices in both the fixed and mobile markets in order to develop an effective net neutrality policy.
Solution
We assessed local telecom providers, performed a benchmark analysis of net neutrality policy from around the globe, and advised our client on the current landscape. We outlined key concerns around zero-rated tariffs, considering the degree to which the treatment of data is neutral, the impact on internet openness and innovation, offering exclusivity, and financial compensation.
We then established their policy priorities on zero-rated tariffs, as well as traffic management, legal content distribution, end-user terminal equipment, ISP obligations, and options for monitoring tools.
Result
We supported the first policy draft and assessed responses from operators to guide public discussions. Finally, the regulator was able to implement a policy framework that satisfied their public responsibilities.
